The 23-year-old arrived on a season-long loan from Pompey's Championship rivals.
Silvera made 42 appearances across all competitions for Michael Carrick's Boro side in 2023/24 and becomes the Blues' 5th summer signing.
Portsmouth head coach John Mousinho said: "This is a deal that we're delighted to get over the line and we are grateful to Middlesbrough for loaning Sammy to us.
"We've brought in a powerful and direct winger with Championship experience, who can play on both sides of the pitch and is technically very strong.
"He's an exciting player and is capable of making things happen in the final third to get the crowd on their feet."
Despite being born in London, Silvera grew up in Australia and began his senior career with spells at Western Sydney Wanderers and Central Coast Mariners.
He helped the Mariners to the 2022/23 A-League crown and scored in the club's emphatic 6-1 victory over Melbourne City in the Grand Final.
Jake Smith will have full reaction to this announcement on The Football Hour, which is on every Monday and Friday from 6pm on Express FM with all of the latest Pompey news, rumours and opinion.
